Staff choosing provincial, local units to get added grading, but lose freedom to quit

Kathmandu, November 14

The federal government, which is drafting a law to adjust civil service staff among three tiers of governments, has proposed barring staff from quitting for a certain period if they choose to work at provincial or local levels.

However, these staff will be given additional grading and payment for their choice.

The provision to bar them from resigning has been recently added considering that some staff might misuse the additional grading offer as they can immediately quit after the transfer.

A source says the provision was inserted after the draft team noticed the possibility of misuse during recent consultations held with the staff.

The source informs that the draft team has already fixed the period to implement the bar, but it will not be revealed now.

Meanwhile, the draft has been sent to the Public Service Commission for suggestions.
