Centre directs local govts not to recruit staff outside legal system

Ministry of Federal Affairs and General Administration

Kathmandu, January 25

The federal government has directed 753 local governments of the country not to recruit staff going beyond existing legal system.

The Ministry of Federal Affairs and General Administration published a notice recently, warning the federal government will not make payments for such recruitment. It has said that the officials responsible to release payment during such recruitment will have to refund of the amount to the state.

A source at the Ministry informs that all local units have been informed about the instruction.

The Ministry made the circular after some local units reportedly recruited staff on contract basis. The law has it that the local governments cannot create temporary job positions and recruit staff on contract except for some technical jobs.

The local units, however, have protested the move citing it is another step of the federal government’s undue control over them.
