Chief Election Officer Ayodhee Prasad Yadav has conceded that the voter education programme in the run-up to provincial and federal parliamentary elections could not be effective enough. He blames lack to time for the failure.

Speaking at an interaction with the Chief Secretary and secretaries of the government in Kathmandu today, Yadav said human resource management also became very challenging in the run-up to crucial polls.

Meanwhile, Yadav urged top government officials to take initiatives to ensure that candidates’ expenditure for electioneering would not cross the set ceiling. He said it was also a challenge to the Election Commission.

The Commission has set the ceiling of Rs 2.5 million and rs 1.5 million for first-past-the-post candidates for House of Representatives and provincial assemblies respectively.

Complaints, however, are rife that most candidates exceed the ceiling and get involved in illegal transactions. But, Yadav said the Commission would book such candidates if any evidence was found against them.
