Foreign job agents to be barred from carrying out cash transactions

It will soon be illegal for agents of foreign companies recruiting Nepali workers to carry out cash transactions.

According to a draft bill which will amend the Foreign Employment Act, the agents will have to use banking channels to carry out all transactions.

According to sources, the taskforce formed to give finishing touches to bill finished its job on Saturday. The drafters of the amendment believe that when implemented, ‘manpower’ business operators will come under the banking system. The new system will also help job seekers report fraud to relevant authorities. Similarly, the government can also keep track of people going abroad for employment.

The government has already implemented the ‘free visa-free ticket’ rule for six countries, including Malaysia, under which recruiters have to bear the transport and visa cost of the people they hire. However, job seekers have been complaining that the recruiters ‘under-inovice’ to evade government action. For example, when a job seeker pays Rs 100,000 the recruiters only give them a bill for Rs 10,000, they say.
