Bureaucracy reshuffle: Govt to start accepting online application this week

The government is preparing to launch an online application system to allow bureaucrats working for the federal government to choose to go to the provinces or local bodies of their choice.

According to sources, civil servants who do not fill up the online form will be transferred where ever the government deems it necessary to do so. This comes as a group of civil servants working for the federal government has demanded that the government amend the Civil Service Ordinance to ensure that civil servants who get transferred to the provinces of the local bodies stand a chance to return to the federal bureaucracy.

“We will address the concerns of civil servants,” said Joint Secretary Suresh Adhikari, spokesperson for the Ministry of Federal Affairs. “We understand that our friends from the civil service trade union are worried about the career prospects of bureaucrats who decided to accept transfers,” he added.

He said that although the Civil Service Ordinance does not allow bureaucrats who have been transferred to the provinces or local bodies to return to the federal government, the Civil Service Act, which is being deliberated in Parliament, will allow them to do so.

Meanwhile, the government is preparing five pieces of legislation to regulate the civil service at different levels. While it is working on the Federal Service Act, it is preparing model laws for provinces and local bodies to recruit workers. Similarly, work is also gathering pace to prepare provincial and federal public service commission acts.
