Parliament begins deliberations on Appropriation Bill

The Legislature-Parliament has started deliberations on the Appropriation Bill, 2017/18 on Tuesday.

Following a proposal tabled by Finance Minister Gyanendra Bahadur Karki, deliberations started on an array of subjects relating to various ministries like Urban Development; Home Affairs; Labour and Employment; Finance; Education; and Law and Justice and Parliament Affairs.

Expressing his discontent with budget allocated every year for People’s Housing Programme, a project aimed to build houses for impoverished Dalit community, Nepali Congress’s lawmaker Sakaldev Sutihar at the meeting drew the attention of the government to increase budget to the programme.

Likewise, CPN-UML’s Ganga Lal Tuladhar voiced concerns over the budget cut in education sector for the next fiscal year, stating that only 10 per cent of total budget has been allocated to education sector against the international standard of apportioning 20 per cent of total budget.

CPN-Maoist Centre’s Hitraj Pandey suggested an end to the tradition of failing to spend budget on time.

He also deplored the delay in reconstructing school buildings damaged by the earthquake of April, 2015.

Similarly, Rastriya Prajatantra Party’s Kanta Bhattarai pitched for prioritising spiritual education.
