Nepali Congress President and former Prime Minister Sher Bahadur Deuba has described Nepal’s Constitution as very flexible and dynamic.

He said this while addressing a special function that Jawaharlal Nehru University had organised in New Delhi to confer on him an honorary PhD. Deuba said Nepal’s Constitution has given special rights to women, Madheshis, indigenous nationalities, Dalits, backward regions and minorities.

A popularly-elected Constituent Assembly promulgated this Constitution with a two-third majority, Deuba pointed, adding that the Charter has guaranteed 31 fundamental rights, including those related to food, shelter, social security and education.

He said: There is disssatisfaction over some of the constitutional provisions. We have expressed commitment to making the Charter acceptable to all concerned by amending it.

Hailing different aspects of India’s democracy, Deuba recalled that Nepali leaders, including BP Koirala, had participated in India’s struggle for independence. Deuba said: Indian leaders have also supported movements for democracy in Nepal.

While the Nepali Congress played a leading role in ending the decade-long armed conflict and restoring peace, India also provided help in this endevaour, Deuba said.
