House okays Prez decree on removal of constitutional hurdles, makes way for new government

The Legislature-Parliament on Tuesday endorsed with a majority President’s decree on removal of constitutional hurdles to form a new government.

On Monday, on the recommendation of the KP Oli-led caretaker government, President Bidhya Bhandari had issued a decree on the removal of constitutional hurdles. The caretaker government had pointed there’s no clear provision on formation of a new government after the resignation of an elected Prime Minister as per Section 298 of the Constitution. The directive was presented at the Parliament on Tuesday for approval.

In course of discussions in the Parliament, Congress leaders had said that the presidential decree was not necessary. But the party had pledged to provide what it called critical support to the move if it was meant to provide a way out of the political problem.

Minister for Law, Agni Kharel, had responded to questions raised during discussions on behalf of PM Oli.

Kharel said the government had called for a decree on the removal of constitutional difficulties in a bid to clear confusion on the possibility of forming a new government (during the transitional period).

With this endorsement, the Parliament meeting has been adjourned till 3 pm, August 1.
