Constitution amendment: Speaker refuses to discuss Sarita Giri’s proposal

Kathmandu, June 13

Speaker Agni Prasad Sapkota has chosen to refuse discussion on a proposal filed by People’s Socialist Party Nepal lawmaker Sarita Giri to amend the constitution amendment bill.

Though her party has also decided to support the government-registered bill introduced to revise the national emblem to reflect the country’s new political map incorporating the Kalapani-Limpiyadhura region, Giri had filed the proposal citing the government did not have sufficient evidence to reclaim the land.

As soon as the discussion on the amendment bill began in the House of Representatives meeting this afternoon, Giri stood up from her chair to speak, but the speaker said her proposal was already rejected. Sapkota said the rejection was made as per Rule 112 of the House Regulations that says no one can file amendment proposals on bills if the amendment questions the essence of the bill itself.

Following that, leaders of all parties in the House spoke in the meeting and extended their support to the bill.
