Province 2 CM demands constitution amendment to allow death penalty for rape

Janakpurdham, October 9

Province 2 Chief Minister Lalbabu Raut has demanded that the constitution is amended to allow the government to execute people convicted of rape.

Raut’s statement comes at a time when the number of reported rape cases are increasing, forcing some women rights activists to demand the death penalty.

“I think rapists should be killed. Otherwise, the incidents of rape continue to happen,” he told Onlinekhabar in an interview.

The constitution, however, does not allow the death penalty to ensure people’s right to life with dignity. But, Raut says, “It is essential to introduce this provision (of capital punishment) by amending the constitution. Such criminals should be shot dead in public places.”

Claiming many countries have been executing criminals, he said, “The biggest advocate of democracy and human rights, the United States, also has a provision of the death penalty. What that cannot be done here?”

He also complained the provincial government could not take effective measures against such cases as the centre failed to delegate rights.
