Government trying to strike deal with major parties on 4 contested issues, says Minister Nayak

Minister for Law, Justice and Parliamentary Affairs, Ajayashankar Nayak, said on Monday the government will soon present a Constitution amendment proposal in the Parliament by reaching an understanding with major parties on four contested issues — delineation of provincial boundaries, citizenship, language and representation in the National Assembly.

Minister Nayak, speaking at a face-to-face that Reporters’ Club Nepal had organised, said the government is exploring understanding on contested issues. He said they will register an amendment proposal in the Parliament at the earliest by reaching a deal with major political parties.

He said: All parties should strive for national consensus and no one should engage in conspiracies.

Nayak added: Reports that the government is preparing to float a Constitution amendment proposal, which seeks to make naturalised citizens eligible for important constitutional positions like President/Prime Minister, are baseless.

He said: Officially, the government has not uttered a word on this issue. The Interim Constitution has made no mention of it. Article 155 of the new Constitution has clear provisions on this.

Conducting elections is crucial for moving the country forward and implementing the new Constitution, he said, adding that the government is steering the country in that direction.

He added: The government has already presented Bills needed for conducting elections in the Parliament. Bill on Election Constituency Delimitation is in the works.

In a different context, Minister Nayak described the 100 days of the Prachanda-led government as fully successful.
