Nepal Electricity Authority Executive Director Hitendra Dev Shakya has said he will work in coordination with the government for the remainder of his term.
After being reinstated through a Supreme Court mandamus order, Shakya assumed office at the Authority on Wednesday and said, “I have three and a half years left in my term. During this period, I will work to deliver excellent results at the Authority. I will continue to work in coordination with the government.”
He made the remarks after the court overturned the decision to remove him without due process. The Supreme Court had reversed the government’s decision, after which Shakya returned to the Authority and stated that he would work together with the government.
He said his priority would be to ensure the public receives sustainable and reliable electricity. “For a long time, the Authority itself did not produce electricity and relied only on companies for generation. In the coming days, the Authority itself will also increase electricity production,” he said.
Shakya stated that he was not shaken despite being targeted because of his position. Recalling his over three decades of selfless service at the Authority, he said, “I am not afraid. I will continue to serve the Authority and the country.”
He said he received justice because the court heard the case in time.
“In my previous term, I faced injustice because the court did not hear the case in time. Even then, I did not demand a verdict in my favor. I only asked for a timely hearing, but the hearing was postponed nearly 35 times. This time, the hearing was held on time, and I received justice,” he said.
The Supreme Court on Monday annulled the Cabinet’s decision of October 5 to transfer Shakya to the Water and Energy Commission and appoint Manoj Silwal as Executive Director of the Authority, stating that the decision was unlawful.
After the mandamus order reached the Authority on Tuesday, Shakya went to join his office on Wednesday. Shakya, who had been appointed Executive Director on March 24, 2025, was removed from the post soon after Kulman Ghising, the former Executive Director of the Nepal Electricity Authority, was appointed Minister for Energy, Water Resources and Irrigation through the backing of the Gen-Z movement.
The court stated that Shakya had been removed from his post in a “biased,” “vindictive,” and “arbitrary” manner, and issued a mandamus order against the decision.
Following the order of the joint bench of Justices Dr Nahakul Subedi and Shrikant Poudel, Shakya will now be able to serve his full term at the Nepal Electricity Authority.
