The first session of the Federal Parliament, following the House of Representatives election held on March 5, is set to begin today.
The meeting of the House of Representatives has been called for 2 PM at the multipurpose hall of the under-construction Federal Parliament Building in Singha Durbar.
President Ram Chandra Paudel had, on March 29, summoned a session of both houses of the Federal Parliament for today, in accordance with the Constitution of Nepal, on the recommendation of the Council of Ministers.
Senior-most member Arjun Narsingh KC will begin the meeting by reading out the letter regarding the summoning of the session and will also provide information about the formation of the Council of Ministers.
According to Parliament Secretariat spokesperson Ekram Giri, all necessary preparations, physical, security, technical, and human resources, have been completed to conduct the meeting. The meeting of the upper house, the National Assembly, will be held at the National Assembly hall within the Federal Parliament Secretariat.
The Constitution mandates that the President must convene a session of the Federal Parliament within 30 days of the final election results. The Election Commission submitted the final results report of the House of Representatives election to the President on March 18, and newly elected lawmakers took their oath of office on March 25.
In the 275-member House of Representatives, the Rastriya Swatantra Party holds 182 seats, followed by the Nepali Congress with 38, CPN-UML with 25, the Nepal Communist Party with 17, the Shram Sanskriti Party with seven, the Rastriya Prajatantra Party with five, and one independent lawmaker.
Top leaders to address
On the occasion of the commencement of the session, party leaders will address the meeting on behalf of their respective parties.
According to Federal Parliament Secretary-General Padma Prasad Pandey, scheduled speakers include RSP Chair Rabi Lamichhane, Nepali Congress’s Bhishmaraj Angdembe, CPN-UML parliamentary party leader Ram Bahadur Thapa, Nepal Communist Party parliamentary leader Pushpa Kamal Dahal, Shram Sanskriti Party’s Harka Sampang, and RPP’s Gyan Bahadur Shahi.
Three ordinances to be tabled
Three ordinances are scheduled to be presented in today’s meeting. Home Minister Sudhan Gurung is expected to table the “Voter List (First Amendment) Ordinance, 2025,” the “House of Representatives Member Election (First Amendment) Ordinance, 2025,” and the “Nepal Special Service (Second Amendment) Ordinance, 2025.”
Senior member KC will also present a proposal to operate parliamentary proceedings in accordance with the House of Representatives Regulations, 2022, until new rules are formulated, as per Article 104 of the Constitution.
The agenda also includes the nomination of members to preside over meetings in the absence of the Speaker.
Speaker Election Schedule
The schedule for the Speaker’s election will be announced during today’s meeting. An all-party meeting held on Wednesday agreed to hold the election on April 4.
In line with the agreement, senior member KC will fix the date for the Speaker’s election as per Rule 7 of the House of Representatives Regulations, 2022.
At the end of the meeting, a condolence motion will be presented in memory of former Constituent Assembly members Rishikesh Gautam, Mohammad Aftab Alam, Amod Prasad Upadhyay, Homanath Dahal, and National Assembly member Baldev Bohora.
