Parliament endorses bureaucracy reshuffle ordinance

Parliament has endoresed the bureaucracy reshuffle ordinance issued by the government on December 9.

A meeting of the House of Representatives on Monday endorsed the ordinance despite opposition from the Nepali Congress and lawmaker Prem Suwal. The ordinance, which had to be endorsed by Parliament within six months, was prepared to transfer civil servants working for the federal government to the provinces and local governments.

Nepali Congress lawmaker Gagan Thapa registered a protest motion against the ordinance. However, his motion was rejected by the House as the ruling party commands more than a two-third majority. Thapa said that the government decision to prevent civil servants transferred to the provinces and local governments from returning to federal service was not acceptable.

“The government did not even consult the Public Service Commission while preparing the ordinance,” said Thapa.
In response, Minister for Federal Affairs Lal Babu Pandit said that the ordinance had to be passed so that that new civil servant could be recruited. He argued that the ordinance does not hamper the growth and development of civil servants.
