Nepal government to sign year’s performance contract with development project chiefs

The government will sign performance contracts with government officials associated with its construction and development projects.

It will sign contracts with department chiefs and office chiefs of such projects, in view of a tendency on the officials’ part to take things for granted. Government will deal with these officials on the basis of their scores.

A secretary-level meeting held on Monday under Chief Secretary Som Lal Subedi made this decision. Signing the contract means the government will not transfer signatory officials for a fiscal year.

The decision states: For making the government’s policies and programmes effective and for effective implementation of fiscal budget, the government will assign its employees to offices concerned only after signing performance contracts. It will make arrangements to prevent transfer of the employees concerned for a fiscal year.

This means government will sign performance contracts with chiefs of development projects at the start of a fiscal year. It will not allow transfer of such officials within a fiscal year.

Government made this decision upon finding that employees associated with such projects were getting full marks in course of performance appraisal even when the projects’ progress was at 30-50 per cent.

It hopes this move will make employees accountable.
