Monthlong effort bears fruit, Supreme Court manages to issue summons to CIAA Chief Lok Man

The Supreme Court’s ‘long and arduous’ struggle to serve a summons on Lok Man Singh Karki, Chief Commissioner, CIAA, has paid off, finally.

After an effort that lasted around a month, the country’s apex court on Tuesday managed to deliver the much-publicised notice at Karki’s house located in Baneshwor. The court received information about receipt of the summons, making way for pursuing a case against the appointment of Karki as chief of the Commission for the Investigation of Abuse of Authority.

Court staff read the summons in the presence of Sarita Rai, secretary of Kathmandu Metropolis ward number 10. The court received information that the summons was pasted at Karki’s house on Monday.

Responding to a petition that stated that Karki was ineligible for appointment in a constitutional position, a bench comprising Chief Justice and others had issued a ruling calling for judicial review. Subsequently, it had issued in the name of Karki, who had gone abroad to avoid the notice. The CIAA chief is yet to return home.

With Karki not producing himself to the court to receive the notice, the SC assigned a team to serve the notice. Shambhu Bahadur Khatri, who was supposed to serve the notice, went out of contact before Dashain. Right after Dashain holidays, the court assigned another team for the job. On Sunday, according to reports, a group identifying themselves as ‘Samsung employees’ barred the SC team from pasting the notice at Karki’s house.

However, on Monday, the team managed to do its job. This means defendant Karki will ultimately have to appear before the SC or send his representatives within 15 days. Karki will get 30 more days to face the court upon expiry of the 15-day deadline.
