Koshi Chief Minister says federalism has become ‘colour-blind’

Biratnagar, October 13

Koshi Province Chief Minister Hikmat Kumar Karki has said that the constitutional division of powers needs to be clarified further to make federalism more effective.

He made the remarks while presenting his views at the inter-provincial chief ministers’ conference.

Karki said the current distribution of provincial powers was like being “colour-blind”, making it difficult to distinguish between colours. He said laws must clearly define which powers belong to the federal government, provincial governments and local levels.

Although coordination between the federal and provincial governments has been delayed, he said the issue should not be treated merely as grounds for criticism but resolved through dialogue and cooperation.

Karki said the provinces had repeatedly raised their concerns at forums such as the National Development Council.

He identified the adverse effects of climate change and weather-related disasters as among the country’s most serious challenges
