Commission finalises natural resource revenue shares for each province

National Natural Resources and Fiscal Commission has finalised the amounts of revenues that each provincial government can get from the revenues the state would earn from natural resources in the next fiscal year.

The Commission estimates that Nepal would earn Rs 4.56 billion revenues from natural resources next year. The Intergovernmental Fiscal Management Act has a provision that the half of total earning would be given to the federation; and the other half to provincial and local governments.

Accordingly, the federal government would keep Rs 2.28 billion with itself and distribute the equal amount among subnational governments.

The Commission has categorised the revenue sources into five groups: mountaineering, mines and minerals, hydropower, national forest and protected forest. The state governments would get shares on the basis of availability of resources in the committee.

For example, Province 2 will receive shares from national forest and protected forest categories only as it does not have resources for mountaineering, hydropower and mines and minerals.

Province 2’s share (Rs 11 million) is the smallest amount among seven provinces whereas Province 3 gets the biggest (Rs 392 million).
