Chief Secretary Subedi skips resignation as he prepares to leave for ADB job

Kathmandu, July 12

Chief Secretary Som Lal Subdi took a leave for next one year on Tuesday as he is preparing to fly to Manila of Philippines for a high-profile job at the Asian Development Bank.

He, however, did not tender the resignation, apparently to keep the top bureaucratic position of the government within himself till the tenure ends next year. A source says Subedi chose not to resign so that he can return to the position anytime if he does not like the ADB job.

Subedi’s decision to skip the resignation means that the government cannot appoint his replacement till the end of his tenure. The government has to take action against him if it wants to appoint the new chief secretary before the end of Subedi’s tenure.

The civil service law allows a staffer to take the leave as “deputation” for maximum three years.

Subedi has been offered the position of a Deputy Executive Director at the ADB headquarters.

Meanwhile, the outgoing official appointed Secretary Kedar Bahadur Adhikari as the Acting Chief Secretary.
