New law to let govt approve staff’s resignation en masse

The new law on civil servants is likely to let the government approve the staff’s resignation en masse.

The existing law does not mention anything about how the staff’s collective resignation can be addressed. Therefore, taking the advantage of confusion, staff of various agencies would warn of resignation en masse to pile pressure on the government to meet their demands.

But, the new law will authorise the government to make a decision about such issues. Members of the State Affairs and Good Governance Committee of Parliament made an agreement to introduce such provision in the new act during a discussion on the new Civil Service Bill on Wednesday.

The new provision has apparently created a division among the lawmakers and the bureaucrats.

Speaking at the meeting today, Minister for Federal Affairs and General Administration Lalbabu Pandit had advocated for introducing the system. His ministry’s secretary, Yadav Koirala, however, demanded that further discussions were needed about the issue. Lawmakers of the main opposition Nepali Congress had supported the secretary.
