Kathmandu, March 3

Nineteen of 59 members of the National Assembly are completing their term as lawmakers today. Those leaving the Upper House also includes Finance Minister Yuba Raj Khatiwada.

After the House was formed in 2018, all the 59 members had drawn lots to be divided into three categories based on their tenures–six years, four years and two years. Those who received the draws for two years are completing the term today.

The next 20 will stay in for the four years and the last 20 for the six years.

Article 86.3 of the constitution mentions, “The term of office of the members of the National Assembly shall be six years. The term of office of one-third of the members of the National Assembly  shall expire in every two years.”

“Provided that, for the first time, after the commencement of this Constitution, arrangements shall be made by drawing lots to retire one-third of the members on the expiry of two years, another one-third on the expiry of four years, and the final one-third on the expiry of six years.”

Eighteen new lawmakers have already been elected whereas the nineteenth member, who will be Khatiwada’s successor, will be appointed by the president.
