Province 2 Chief Minister warns federal govt against transfer of secretaries

The Province 2 Chief Minister Lalbabu Raut has warned the federal government against transferring secretaries of various ministries of his government without any consultation with him.

Raut wrote a letter to the Kathmandu government and expressed his objection to the recent transfers of secretaries of the Ministry of Law and Internal Affairs and the Ministry of Financial Affairs and Planning.

A Minister in the Raut government informs that the Chief Minister is concerned over the transfer of Financial Affairs Secretary in particular as the provincial government announced the annual budget just one week ago and his role would be crucial for its implementation.

The federal Ministry of Federal Affairs and General Administration had recently decided the transfers.

Currently in general, most high government officials are not ready to work under provincial governments as there are many confusions about their roles and responsibilities. Those who agree to go also take time to get adjusted with the new environment. Therefore, it is wrong on the part of federal government to transfer the secretaries without any consultation, according to sources close to Raut.

“How can we work in this environment,” a Province 2 official questions, “The central government is not supporting, but trying to create a mess with the provincial government.”

Raut’s letter has been sent to both the Office of the Prime Minister and Council of Ministers and the federal Ministry of Federal Affairs and General Administration.
