Kathmandu, January 7

The Public Accounts Committee in the House of Representatives on Monday recommended action against incumbent Civil Aviation Minister and his two predecessors, holding them responsible for irregularities in the purchase of two wide-body aircraft for the national flag carrier, Nepal Airlines Corporation.

A meeting of the Committee held this morning made the decision to recommend action against Rabindra Adhikari, Jitendra Narayan Dev and Jeevan Bahadur Shahi, endorsing the amended report of a subcommittee formed to look into the issue.

The meeting, however, has concluded that incumbent Home Secretary Prem Kumar Rai was innocent. The subcommittee had recommended suspension of Rai, former secretary Shankar Prasad Adhikari and Civil Aviation Secretary Krishna Prasad Devkota.

Nonetheless, the meeting has recommended that the Commission for the Investigation of Abuse of Authority launch an investigation against Adhikari and Devkota.

As recommended by the subcommittee, the PAC has also named NAC Managing Director Sugat Ratna Kansakar as the kingpin of the irregularities.

The Committee said he be suspended and legal action against him get started at the earliest.
