Film Bill tabled in House of Representatives

The Film Bill, which was recently passed by the National Assembly, has been tabled in the House of Representatives. During Tuesday’s session, House Secretary Harka Raj Rai formally informed that the bill had passed the upper house

The bill was originally registered in the National Assembly on April 27, 2025, by then Minister for Communication and Information Technology, Prithvi Subba Gurung. Following a clause-wise discussion and the inclusion of various amendments, the National Assembly passed the bill on February 11, 2026. With the formal tabling of this bill, the House of Representatives is now set to move forward with the legislative process.

The government introduced this new legislation to modernise the existing Motion Picture (Control and Distribution) Act of 1969 (2026 BS), ensuring it aligns with the country’s federal structure, promotes inclusivity, and adapts to new technologies.

The bill aims to develop the film sector as a social, cultural, and entertainment industry while positioning Nepal as a premier tourism destination through cinema. Additionally, it seeks to establish mandatory film censorship for both domestic and foreign films before screening, while providing a framework for the development, expansion, promotion, and regulation of the domestic film industry.
