DIG Nawaraj Silwal detained on forgery charge

DIG Nawaraj Silwal has been detained on Monday morning on the charge of forging documents related to his performance evaluation.

Advocate Tikaram Bhattarai informed Onlinekhabar that Silwal was detained by a police team when he was consulting senior advocate Shambhu Thapa at Thapa’s residence in Baluwatar of Kathmandu.

Police have taken Thapa as well under control along with Silwal, according to Bhattarai.

The Nepal Police Headquarters, however, said Silwal was summoned to record his statement in connection with the alleged forgery and clarified it was not an arrest.

Earlier, the Headquarters had ordered Silwal to furnish a clarification after he boycotted a meeting of high-ranking police officials called by new Inspector General Prakash Aryal.

On the other hand, the Headquarters had launched an investigation into the reported document forgery by Silwal for the performance evaluation. He has been accused of putting his name in the then DIG Aryal’s performance papers and submitting them to the court in a bid to secure the top post for himself.

He had reportedly denied giving a statement to the probe panel in this regard.

Silwal was consulting his lawyer Thapa on whether to go to the panel while the police team took him under control at around 09:45 am today, according to Bhattarai.

Earlier, Silwal himself had made some apparent efforts to become the Inspector General.

He had filed a case at the Supreme Court against the appointment of his batchmate Jaya Bahadur Chand to the post in February.  The Court, consequently, had revoked the Cabinet decision to appoint Chand.

The government later appointed Aryal to the top position citing his performance score was the highest among four contenders including Silwal, Chand and Bam Bahadur Bhandari.

Silwal again filed a writ at the Supreme Court, but the writ is still sub-judice.
