Padmakshi Rana, Nepal’s proposed ambassador to Oman, has unveiled a four-year strategic plan to strengthen relations between the two countries, prioritising labour diplomacy, economic partnerships and climate diplomacy.

Presenting her work plan at the Parliamentary Hearing Committee on Tuesday, Rana outlined key initiatives she intends to pursue during her tenure.

Rana said labour migration had remained a strong foundation of Nepal-Oman relations since the two countries established diplomatic ties in 1977.

According to the Ministry of Foreign Affairs, around 25,000 Nepalis are currently working in Oman. Rana pledged to prioritise the rights, safety and skills development of Nepali workers during her tenure.

She also proposed advancing economic diplomacy by aligning Nepal’s priorities with Oman Vision 2040. She identified agriculture, tourism, renewable energy and attracting foreign investment as key areas for cooperation.

Climate diplomacy was presented as the third major pillar of her plan. Citing Oman’s work in water resource management and green energy, Rana said Nepal could learn from Oman’s experience. She also highlighted opportunities for the two countries to collaborate on mitigating the impacts of climate change and strengthening disaster management.

Padmakshi Rana proposed implementing the four-year plan in phases, with the groundwork to be laid by 2027, partnerships expanded in 2028, initiatives advanced in potential areas in 2029, and achievements made sustainable by 2030.
