UML manifesto: Ambitious programmes in social security, health, education, infrastructure

The main opposition CPN-UML on Monday made its manifesto for local level elections public.

The manifesto promises to launch ambitious programmes in social security, health, education, economic development, infrastructure and sports among other sectors.

Party Chairman KP Sharma Oli made the manifesto public amidst a function at the party headquarters in Dhumbarahi of Kathmandu.

The party has made a commitment to increase the social security allowance to be provided to senior citizens, single women and disabled to Rs 5,000 a month. Likewise, a new mother giving birth to their kids at government hospitals would also be provided with Rs 5,000 for nutrition and clothing of the child.

The UML said it would establish a 25-bedded hospital in each rural municipality and a 50-bedded one in each municipality. Every citizen would have health insurance.

Patients of high blood pressure, heart disease, diabetes, kidney problem, asthma and cancer would be provided with free check-up and medicine facilities.

The party said a Nepali citizen’s per capita income would cross USD 5,000 in next 10 years. It has set the target of graduating Nepal to the status of developing nation within next five years and to that of a middle-income country in next 10 years.

The UML said 15,000 Megawatt would be generated from various sources including hydropower, bioenergy, solar energy and other alternative means in next 10 years.

The party plans to sell surplus energy to the international market and use the earning to subsidise the use of electricity by families under the line of poverty.

Citizens’ investment would be promoted in power generation.

The party said its government would construct railway lines parallel to the East-West Highway and the Mid-Hill Highway. Likewise, Rasuwagadhi, Kathmandu, Pokhara and Lumbini, as well as Kathmandu and Birgunj, would also be connected to the railway network.

Trams and metro rails would be operated in the Kathmandu Valley.

High hills with tourism potential would be facilitated with cable cars whereas international airports would be constructed in Nijgadh, Bhairahawa and Pokhara.

The government would hold talks with India, China and Bangladesh governments for a feasibility study about operating national flag-carrier ships, according to the party.
