The Federal Parliament Secretariat is launching the Digital Parliament project to make parliamentary information, services, records and activities more systematic, accessible and transparent.
A programme has been scheduled at Singha Durbar at 10 am today to formally introduce the project. The programme, organised by the Digital Parliament Project Coordination and Facilitation Committee, will provide detailed information about the concept and its implementation.
According to the Parliament Secretariat, the Digital Parliament platform has been introduced to make parliamentary activities more convenient, effective and transparent while ensuring integrated record-keeping and easier access to parliamentary information.
Speaker Dol Prasad Aryal and National Assembly Chairperson Narayan Prasad Dahal are scheduled to jointly inaugurate the platform.
Prakash Chandra Pariyar, chief whip of the Rastriya Swatantra Party, said the implementation of the Digital Parliament concept is expected to make parliamentary activities more transparent and citizen-friendly.
“The Digital Parliament platform, which is being brought into operation on a trial basis from Wednesday, is expected to make parliamentary records, history, daily proceedings, lawmakers’ presentations, questions and procedures more effective,” he said.
According to Pariyar, the digital platform is being tested to modernise traditional parliamentary practices through greater use of technology and make the activities of the House of Representatives and parliamentary committees more organised, accountable, citizen-friendly and transparent.
He said the essence of the Digital Parliament is to modernise the activities, records and proceedings of the House, parliamentary committees and the Secretariat through extensive use of technology.
The digital platform will initially include a web page and an application, with the application expected to be expanded later. During the trial phase, access will be provided only to selected Parliament Secretariat employees and some lawmakers.
The existing parliamentary website already contains a large amount of information, including videos of lawmakers’ speeches. The new system aims to make such information available in text format as well.
The platform will also allow users to digitally access lawmakers’ attendance records and detailed profiles.
“It is an effort to digitally transmit issues raised by lawmakers to the concerned ministries and stakeholders and explore options for addressing them,” Pariyar said.
He added that suggestions will be collected during the first phase of the trial to make the platform more user-friendly and results-oriented, while experts will also be consulted for further improvement.
