Dahal, Oli discuss polls, budget, impeachment in solution bid

Prime Minister Pushpa Kamal Dahal and main opposition leader KP Sharma Oli on Thursday have held an extensive meeting on resolving complexities about holding two phases of local level elections, announcing the annual budget statement for next fiscal year and the impeachment motion filed against Chief Justice Sushila Karki.

As the nation has already begun the programmes for the polls, ruling parties and the opposition are at odds over crucial issues.

The meeting is an attempt to resolve them, according to a source close to the PM.

Whereas the government is trying to convince agitating Madhesh-centric parties for the second phase of elections by endorsing the constitution amendment proposal pending in Parliament before the polls, the UML has been opposing the bill, claiming it is against national interests.

In addition, the party has been demanding that the government hold the phase-II polls before May 29 as it cannot announce the annual budget for next fiscal between two phases of elections. The Election Commission has also opposed the idea citing the election code of conduct.

The source says that the leaders considered three options about the solving the budget issue: I) deferring the date of budget announcement till after the second phase of elections scheduled for June 14; II) preponing the elections to a date earlier than May 29, the date fixed by the constitution to announce the budget announcement; or II) announcing budget before the polls by removing constitutional hurdles.

Likewise, they also discussed moving forward the impeachment motion filed against the CJ. The opposition has been protesting the motion registered by lawmakers of CPN-Maoist Centre and Nepali Congress.

The source, however, clarified that the two leaders did not discuss the possibility of forming alliances between their parties for the elections.
