UML candidate declared winner after drawing of lot following tie with Congress in race for Jhapa village chair

The CPN-UML candidate Menaka Kafle has been declared chairperson of Kamal Rural Municipality in Jhapa district.

She had secured equal 8,275 votes with her opponent Hukum Singh Rai of Nepali Congress and the poll officials had decided the winner through drawing of a lot.

Congress, UML candidates tie in race for Jhapa village chair; decision likely through drawing of lot

Kathmandu, July 4

Two candidates of the position of chairperson have garnered equal votes as the counting concluded in Kamal Rural Municipality of Jhapa district.

Menaka Kafle of the CPN-UML and Hukum Singh Rai of the Nepali Congress received 8,275 votes each in the polls held last week, says election officials.

Meanwhile, local poll officials have sought Election Commission’s opinion about how to make a decision.

The Local Level Election Act has a provision that the winner should be selected by drawing a lot if two candidates draw equal votes for the same position.

The person who wins the race through this method will be supposed to have received one more vote.

During the first phase of local polls in May, the Commission had used this method to decide winners of various positions including ward chairperson and members. However, this is the first time that two candidates tied in the race for the chief of the entire local unit.

Meanwhile, UML candidate Benu Shiwakoti has won the position of Vice-Chairperson in the Rural Municipality.
