Prime Minister Balendra Shah has said the government is working to bring land administration services under local governments, describing the move as an effort to bring the state closer to citizens under the federal democratic republic.

“Singha Durbar in every village — land administration from local levels,” Shah wrote on social media.

He said the essence of a federal democratic republic was to reduce the distance between the state and citizens. Rather than requiring people to travel long distances to access government services, the aim should be to bring the necessary offices and services closer to them, he said.

Shah said the government had made the transfer of land administration services to local levels a key part of its 100-point agenda for governance reform.

“In line with this objective, the process of transferring land administration services to local governments has been advanced in accordance with the provisions of the Constitution of Nepal, the Local Government Operation Act, 2017, and the Ordinance to Amend Certain Nepal Acts Relating to Land, 2026. So far, these services have been successfully operated by 33 local governments,” he wrote.

He said the government had decided to accelerate the process and ensure that all remaining local governments begin providing land administration services within the next month.

The government is committed to providing local governments with all the support they need to operate the services, he added.

Shah said the initiative would allow local governments to fully exercise their constitutional and legal authority over land administration.

He added that land administration and survey offices providing services related to land would become more accessible and convenient for citizens, while legal provisions that concentrate authority at the centre would be gradually eased.
