Reconstruction Authority not to let I/NGOs have a free rein in the name of post-quake work

Kathmandu, April 15

National Reconstruction Authority has issued a working procedure, barring national and non-government organisations from running programmes out of their own free will in the name of earthquake victims.

Now on, I/NGOs will have to take permission before mobilising assistance for post-quake reconstruction and rehabilitation works. And these actors will have to conduct their programmes in NRA-designated working areas only. As per the procedure, these actors will have to stick to one-door system while running reconstruction and livelihood-related programmes. They will have to conduct projects in NRA-specified geographic areas and aspects of life by involving beneficiaries.

As per NRA provisions, I/NGOs should not run overlapping programmes in a geographical area. NRA will make recommendation by segregating locations and clusters while selecting households that will benefit from private house reconstruction initiatives.

And I/NGOs that want to reconstruct private houses should submit a proposal outlining details of the project and get approval for the same from the NRA.

While INGOs can reconstruct up to 250 houses, local-level organisations can build up to 50 houses.

NRA’s sub-regional offices and resource centres will monitor these I/NGOs’ programmes. And these programmes will have to follow NRA’s working procedure and directives.
