Biplav party leader not killed in encounter: NHRC
The National Human Rights Commission (NHRC) has concluded that Sarlahi in-charge of the outlawed Biplav-led faction Kumar Poudel was not killed in a police encounter.
It maintained that there were sufficient reasons to believe that Poudel was killed by security personnel after taking him under their control. The constitutional human rights body has directed the government to take action against police officials involved in the ‘extrajudicial killing’ .
Poudel was killed in police firing at Lalbandhi Municipality-1 near Lakhandevi stream in Sarlahi district on June 20. The government had been claiming that he was killed in a police encounter.
PM lays foundation stone for Nagdhunga-Sisnekhola tunnel
Prime Minister KP Sharma Oli on Monday laid the foundation stone for the Nagdhunga-Sisnekhola tunnel.
The project, considered an important road infrastructure, will be the first tunnel way in the country. The project, to be implemented with a concessional loan (0.01 percent) by the Japan International Cooperation Agency (JICA), is estimated to cost Rs 22 billion.
Of the total cost, Rs 16 billion will be provided by JICA as loan assistance and remaining Rs 6 billion will be managed by the government through an internal source.
Around Rs 6 billion will be used to provide compensation to the locals affected by the project. Currently, distribution of compensation to the affected of Chandragiri municipality 1, 3 and 5 is going on and the 85 percent works of compensation distribution has been completed.
The project is to be completed in 3.5 years.

NA chair Timilsina returns after Serbia visit
National Assembly (NA) chair Ganesh Timilsina returned to Nepal on Monday after leading a Nepali delegation to the 141st Assembly of Inter-Parliamentary Union (IPU) in Serbia.
The eight-member Nepali delegation led by Timilsina comprised NA members Khim Lal Bhattarai and Badri Prasad Pandey, and members of the House of Representatives Dev Prasad Gurung, Indu Kumari Sharma and Ruhi Naaz.
At the assembly, NA Chairperson Timalsina also extended an open invitation to all the participants to visit Nepal in 2020. Chair Timilsina also met with Prime Minister, Speaker among other high-level government officials of Serbia.
President Bhandari to attend Japanese emperor’s enthronement
President Bidya Devi Bhandari, who is currently in Japan, will attend the enthronement of Japanese Emperor Naruhito on Tuesday. Representatives from various countries have arrived in Tokyo to congratulate and extend best wishes to new Japanese Emperor Naruhito.
President Bidya Devi Bhandari arrived in Tokyo on Sunday to participate in the ceremony. The enthronement ceremony will take place from 1:00 pm to 1:30 pm as per local time on Tuesday.
She will return back to Nepal after attending the event.

Chinese actress reaches Annapurna and Mardi Base Camps
Chinese actress Xu Qing, who was recently appointed as a tourism goodwill ambassador for the Visit Nepal Year 2020 campaign, has reached Annapurna Base Camp. After reaching ABC, she also paid a visit to Mardi Base Camp.
Xu took a helicopter from Pokhara to reach these places. However, she has promised to come back to trek the routes as well. Xu had to rush back to Kathmandu after being spotted by Chinese tourists.
CIAA files case against two staffers of Province 2 Chief Minister’s Office
CIAA has filed a case against two officials working at Province 2 Chief Minister’s Office Janakpur. A case has been filed at the special court against Manoj Kumar Jha and Kadira Babu Dewan. They have been allegations of financial irregularities and taking a bribe. CIAA says that the two have been involved in the financial irregularity of over Rs 1.6 million.
By-election returning officers appointed
The election commission has appointed 52 returning officers for the upcoming by-election due to take place on November 30. Out of the 52 officers, 37 are district attorneys and 11 are from the law service. The election will elect 37 House of Representatives members, three provincial assembly members, and a few local-level representatives.
