Ganesh Sapkota, 40, of Kushadevi in Panauti Municipality-3, Kavrepalanchok, has been arrested on charges of misusing a government vehicle and behaving abusively towards members of the public in a public place.
The incident allegedly took place on Saturday, October 10, a public holiday.
According to Rabin Bista, information officer at the District Police Office, Kavrepalanchok, Sapkota was arrested on October 11 based on a video of the incident circulated on social media. He was subsequently presented before the District Administration Office, Kavrepalanchok.
Bista said Sapkota was remanded in custody at the Area Police Office, Banepa, after obtaining a three-day extension of his detention from the District Administration Office for further investigation.
According to Bista, legal proceedings against Sapkota will be initiated on charges of indecent behaviour.
