Congress proposes state funding for parties based on votes received

The Nepali Congress has proposed strict financial discipline to make the party’s financial system transparent and end the influence of interest groups.

In the political document presented by party President Gagan Kumar Thapa at the 15th General Convention, the Congress has proposed that all levels of the party operate according to approved annual and programme-based budgets.

The proposal states that decisions concerning the party’s funds will no longer depend solely on the personal discretion of party leaders. The same discipline will also apply to spending on primaries and internal elections.

Addressing public concerns that political parties have not maintained transparent financial practices in elections and organisational operations, the Congress has also proposed providing financial assistance to political parties from the state coffers.

The document states, “A proposal to provide political parties with a certain amount of financial assistance from the state based on the votes they receive will be advanced alongside strict financial discipline and public audits. The party plans to initiate necessary legal and financial discussions with the objective of making political spending transparent and accountable.”

The Congress has also committed to maintaining verified records of its movable and immovable assets, adopting a uniform accounting policy, operating economically and conducting regular public audits.

The document also states that the sources and conditions of financial contributions, as well as potential conflicts of interest, will be examined.
