Sexual minorities may amend citizenship certificate only after presenting medical report: Proposal

Kathmandu, March 10

Members of the third gender will have to present medical proof of their status if they want to amend their name and gender on their citizenship certificate, a proposal presented in Parliament says.

State Affairs and Good Governance committee of the Parliament on Sunday came to an agreement that sexual minorities will continue to issue citizenship certificates under the ‘other’ category’. However, those who have already been issued citizenship certificates under a different category and want to change their gender will have to present a medical report recommending such as change.

Some members of the committee had suggested that the term ‘third gender’ be added to citizenship certificates, but Home Ministry Secretary Prem Kumar Rai suggested that ‘others’ is the appropriate word.
