Govt unveils good governance blueprint, proposes major restructuring of public bodies

Kathmandu, March 30

The government on Monday unveiled the Good Governance Blueprint 2082 BS, proposing a major overhaul of public administration, including the termination, merger and decentralisation of several public entities.

Released by the Office of the Prime Minister and Council of Ministers, the blueprint calls for scrapping around a dozen bodies deemed ineffective, while integrating those with overlapping mandates to improve efficiency, accountability and service delivery.

Among key proposals, the Nepal Mountain Training Academy will be merged with the Nepal Academy of Tourism and Hotel Management. Similarly, the Department of Printing, the Law Book Management Board and the Security Printing Development Committee will be integrated into a single Security Printing Centre. The Nepal Intermodal Transport Development Board and Nepal Transit and Warehousing Company Limited are also set to be merged, with the possibility of being upgraded into an authority.

The plan also includes merging judicial and library institutions and creating a National Entrepreneurship and Self-Employment Fund. Several bodies, including the Nepal Railway Board and Minimum Wages Fixation Committee, face termination. Functions of some entities will be transferred to provincial and local governments to streamline administration.
