IGP KC vows no retaliation, zero tolerance for information leaks

Kathmandu, November 5

Immediately after receiving the insignia of IGP, Dr Manoj Kumar KC visited the Police Headquarters and issued directives to police personnel under his command.

During the briefing, newly appointed IGP KC spoke about the challenging circumstances, leaks of sensitive information and retaliation. He said there would be no retaliatory treatment of anyone. He also stressed that personal matters should not be brought into the organisation.

He said the Nepal Police would maintain complete confidentiality of sensitive information and adopt a zero-tolerance policy towards unauthorised information leaks. He also directed police personnel to remain fully loyal to the organisation and free from any inducement or external influence while enforcing the rule of law.

KC said that police promotions and transfers would henceforth be based on performance and that a system would be established to ensure this.

Stressing the need to uphold the reputation and prestige of the police organisation and maintain public trust, he said all police personnel must work together to ensure that the organisation’s activities meet the expectations of the government and the general public amid challenging circumstances.

KC said a key priority would be to make Nepal Police a more capable, professional, technology-friendly and citizen-responsive organisation in the face of changing social dynamics and evolving security challenges.

He said addressing the numerous challenges facing the police organisation would not be possible through the efforts of the IGP alone or a limited number of police personnel. It would require the active participation, initiative and creativity of everyone, from AIG of Police to personnel at the basic levels.

Taking into account the country’s current sensitive security situation, trends in communication and social media, and technological risks, he said the police would ensure complete confidentiality of operational activities, internal strategies and sensitive information, while maintaining a zero-tolerance policy towards unauthorised leaks.

He said he expected all police personnel to demonstrate high moral character and professional integrity, remain loyal to the organisation and free from inducements, influence or pressure, and ensure the protection of citizens’ rights and the rule of law.

Noting that the quality of services delivered by public servants and their conduct towards citizens remained pressing concerns and areas requiring improvement, he directed all police personnel to make their conduct, both individually and institutionally, more accountable to the public. He called for a firm approach towards criminal activities while ensuring that ordinary citizens receive the treatment and services they deserve.

He also said continuous efforts would be made to improve police welfare programmes and the working environment of police personnel by making optimal use of the resources available to Nepal Police and maintaining high staff morale.

KC said meaningful initiatives would be taken with the concerned ministry and the government to introduce necessary policy measures to promote operational autonomy, specialisation of services, and a transparent, predictable and merit-based career development system within the police organisation.
