Nepali Congress President Gagan Thapa has proposed forming two new councils as part of his pledge to build a party that brings five generations together.
In the political proposal presented by Thapa at the ongoing 15th General Convention in Kathmandu, he has proposed forming a Youth Council comprising young people aged 18 to below 21 to listen to the experiences and aspirations of the younger generation.
He has also proposed forming a Wisdom Council to draw on the experience and knowledge of the older generation.
Both councils will engage directly with the party president in dialogue and consultation. According to the document, the recommendations of both councils will be linked to the party’s decision-making process in accordance with its statute, facilitating dialogue and the transfer of experience between generations.
33 per cent women officers at every level
To promote meaningful inclusion within the party, the Nepali Congress has proposed a firm policy of ensuring 33 per cent representation of women among party office-bearers.
The proposal states, “Structural reforms will be advanced to ensure that women make up at least one-third of office-bearers at every level.”
The Congress has also said it will ensure meaningful participation of youth, workers, Madhesis, Dalits, Indigenous Nationalities, Tharus, Muslims, persons with disabilities, and gender and sexual minorities.
The proposal states that the representation of these historically marginalised communities will no longer be limited to presence or token representation within the party, but that mechanisms will be established to incorporate their experiences into policymaking.
