The government has directed all public offices to prepare objective performance indicators along with clear terms of reference within 45 days, as part of a broader push to strengthen accountability and improve service delivery.
The provision is included in the 100-point governance reform plan unveiled on Friday, which also outlines a 90-day performance review mechanism. The government said weak evaluation systems had allowed underperforming employees to be rewarded, necessitating reforms.
The Ministry of Federal Affairs and General Administration will develop quality verification standards for services delivered by local governments, aiming to encourage better performance. The plan also proposes reducing the number of ministries within a month to cut operational costs, revising the existing cap of 17 federal ministries and adjusting staff quotas accordingly.
The reform package seeks to eliminate duplication, delays and inefficiency in public administration through new laws and amendments. It also pledges to free the bureaucracy from political interference and make it more accountable and service-oriented.
In addition, essential services such as citizenship, passports, and national identity cards will be delivered through an integrated digital system via District Administration Offices, alongside a 24-hour grievance-handling mechanism.
