Legal stability essential for investment and development: Minister Gautam

Minister for Law, Justice and Parliamentary Affairs Sobita Gautam has said legal stability is essential for creating an investment-friendly environment and promoting development in the country.

Speaking at a workshop on “Legal Reforms for Investment and Development” organised by the Ministry of Physical Infrastructure and Transport in connection with the Nepal Infrastructure Summit 2026 on Friday, Gautam said the government was working to ensure that investors could trust their agreements would be honoured regardless of which government comes to power.

She said the government had declared the current fiscal year as the “Year of Legal Reform” and had already begun the process of drafting new laws and amending existing ones as necessary.

Gautam said Nepal should develop its own model of development rather than simply copying models from other countries, taking into account the country’s social, cultural and economic context.

She said around 54 bills had been approved by the Cabinet since the government was formed and were in the process of being registered in Parliament.

Gautam stressed that the three-day workshop should identify practical legal challenges faced during infrastructure development and investment and find solutions to them.

She also said the government was preparing to establish an infrastructure court to prevent disputes between the government and private sector from remaining unresolved for long periods.
