
Kathmandu, July 7
The names of members appointed to a special parliamentary committee to investigate irregularities in the alteration of the ‘cooling period’ provision in the Federal Civil Service Bill have been finalised.
The committee will comprise seven members: two each from the Nepali Congress and CPN-UML, and one each from the CPN (Maoist Centre), Rastriya Swatantra Party (RSP), and Rastriya Prajatantra Party (RPP).
From the Nepali Congress, Jivan Pariyar and Sushila Thing will serve on the committee. Representing CPN-UML are Ishwari Gharti and Narayan Prasad Acharya. Madhav Sapkota will represent the Maoist Centre, Ganesh Parajuli from RSP, and Roshan Karki from RPP.
During a meeting with Speaker Devraj Ghimire earlier today, the parties submitted their nominations, which have since been made public by the Speaker’s Secretariat. Speaker Ghimire is scheduled to officially announce the committee members during today’s House of Representatives session.
The controversy centers around a last-minute change in the bill: while the version unanimously passed by the State Affairs Committee included a mandatory two-year cooling period, the final version approved by the House rendered that provision ineffective—sparking sharp criticism from lawmakers and party leaders.
The newly formed committee has been tasked with investigating who was responsible for altering the bill and recommending appropriate action. It will also propose measures to prevent such incidents from recurring in the future, according to parliamentary sources.
