While Nepali stakeholders continue discussing if provisions proposed in a new citizenship law should be made tighter or more flexible, an Indian man has been caught applying for the Nepali citizenship certificate, in Jhapa district of eastern Nepal.

The man identified himself to be Bhupal Gurung, a son of Bam Bahadur and Chandra Kala  Gurung, a resident of ward 2 of Kachankawal Rural Municipality-2 of Jhapa while applying for the certificate on April 23.

A fluent Nepali speaker, he also submitted a recommendation given by the ward chair Mekh Bahadur Bhattarai to the District Administration Office.

DAO employees studied the documents and forwarded his file to issue the certificate. In the meantime, a junior staffer noticed an ink mark on his thumb.

“There was a voting across the border just two days ago. Therefore, the staffer turned suspicious,” Chief District Officer Janak Raj Dahal, informs, “Then, we interrogated the man about the mark.”

Upon interrogation, the man confessed to being an Indian national and casting the vote just recently. Police also got his Indian voter identity card and Aadhar card from his possession.

Meanwhile, the ward chair, member Dhan Bahadur Gurung and two staff of the ward office are on the run. Police have launched a manhunt.
