Major English and Nepali broadsheet dailies published from Kathmandu on Sunday have prioritised a host of issues from politics to infrastructural development. Many newspapers have covered interests of China to invest in development activities in Nepal.

Likewise, corruption issues related to Nepal Oil Corporation’s purchase of land in various parts of the country, Tribhuvan University Executive Council’s affiliation to Kathmandu National Medical College and foreign trip of Nepal Airlines Corporation officials have also got attention.

RJPN gets registered with Election Commission for November 26 polls

The Rastriya Janata Party Nepal, which had boycotted the first and second phases of local level elections in May and June, has finally decided to take part in upcoming Phase-III local level elections in Province 3 as well as elections to the Provincial Assembly and federal House of Representatives on November 26. The party got registered itself with the Election Commission for November polls and many newspapers have covered the issue in front page.

According to The Himalayan Times lead story, the party has demanded that it be allowed to contest the polls with umbrella as the election symbol though it was denied that for the September 18 local polls in Province 2.

Meanwhile, as many as 64 parties have been registered till Saturday, according to Gorkhapatra. Big parties including Nepali Congress are yet to get registered with the Commission and they are planning to do so on Sunday, the final day for the registration.

Nepal Samacharpatra reports that the party has decided not to form any election alliance at the central level for September polls. However, it has authorised local committees to partner up with other parties if they felt the need.

UML seeks PM’s clarification over amendment assurance

The main opposition party CPN-UML has objected to Prime Minister Sher Bahadur Deuba’s statement in New Delhi that he will make efforts to amend the constitution again “to increase acceptance”. The party held an emergency meeting of the party’s Standing Committee and concluded that the statement disrespected Parliament, which had rejected the government-registered bill last week.

Gorkhapatra says the party has decided to draw the attention to PM as his statement invited foreign interference in internal issues. Party Secretary Pradeep Gyawali has said the meeting demanded that the PM clarify on other contemporary issues in the House at the earliest.

Ruling coalition partner CPN-Maoist Centre Chairman Pushpa Kamal Dahal, however, said the meeting was in interests of Nepal, according to the paper.

Meanwhile, Prime Minister Sher Bahadur Deuba is returning home today.

Constitution not clear about what if chiefs of rural municipalities die

After around two years of promulgation, it has been found that the constitution contained a minor but silly mistake, due to which it has been unclear how will positions of chiefs and deputy chiefs of rural municipalities be fulfilled if they turn vacant before the expiration of their tenure, Rajdhani has reported.

Sub-Article 9 of Article 15 of the constitution says by-elections will be held for fulfilling vacancies. However, it says the positions deemed vacant as mentioned in Sub-Article 7. But, the Sub-Article 7 does not mention anything about how positions of chiefs and deputy-chiefs can turn vacant; instead it says one person cannot contest for the position of chief for more than two times.

Conditions which can result in the vacancy of such positions are listed in Sub-Article 8.

Suspended lawmaker Sah dragged in money laundering investigation

An investigation carried out by the Central Investigation Bureau of Nepal Police upon the directive from the Department of Money Laundering Investigation has found that suspended lawmaker Sanjay Kumar Sah earned as much as Rs 294 million in past 16 years through criminal means, according to Karobar lead story.

Sah, who was elected to the second Constituent Assembly from the Sadbhawana Party, was suspended from his position in the House after Nepal Police accused him of murdering Janakpur media entrepreneur Arun Kumar Singhaniya and planning an explosion in the city.

The CIB had investigated his money laundering in parallel with his involvement in various criminal cases after the Department made the request. The two-year long probe found that he has deposited the money in the name of various 12 persons including family members and relatives to hide it from investigation.

Dailekh Maoist leader cremated 12 years after death

The then municipal in-charge of the Maoist party, Udaya Prasad Regmi, was killed by security personnel in Narayan Municipality in Dailekh district around 12 years ago. However, he has been cremated just last week, according to Republica lead story.

Regmi’s wife and family had decided to bury the body as they did not find sufficient time to follow due rituals according to Hindu practices to cremate the body. However, the widow, Ratna, later said she saw her deceased husband in her dreams repeatedly who urged her to perform proper death rituals for him. She ignored the urge in the beginning, but shared it with neighbours as it appeared time and again.

Therefore, locals decided to exhume the body on the very day he was killed before 12 years and cremate the mortal remains, the report said.
